I think this should be interesting. But before we begin, we need to answer some important questions.
What is the status of this tournament? This tournament just for fun, or it has a strict official character?
Where would be a tournament center? Who will be the main focal point (and will be able to resolve disputed issues)? We will have a dictatorship with a dedicated agent, or with parliament representatives from each country? This is a very important issue because in the early stages of advantageous to have a clear and strong leadership (which is difficult for example to the parliament, where each has its own special view).
What is the format of passing game? This season the game? Or is this one as the tournament?
